My Lord,
In accordance with Colonial Regulation No. 36 as modified by Circular of 28.8.08, I have the honour to submit my Annual Confidential Reports.
(A) On Officers outside the Colony seeking or fitted for promotion.
(B) On Residents in the Colony who have applied for appointment in the Colonial Service.
(C) On Army Officers on the active list seconded for service in the Colony.
2. I have not included junior Officers who seek for promotion extra-departmentally within the Colony, (who appear to be included under Colonial Regulation No.36 but excluded by Para.6 of the Circular referred to). To do so would necessitate the inclusion of the entire Civil Service. Inter-departmental promotions and transfers are made by the Governor in this Colony and submitted for Your Lordship's approval (when the promotion or transfer is substantive) as vacancies arise. I have however included certain senior Officers in special cases.
